The northern strip runs from Xemxija round the bay through St Paul’s Bay proper and on to Bugibba and Qawra — four names for what is, in practice, one stretch of coast. It is the most affordable seaside living in Malta by a clear margin, and the trade-off is honest: you are further from Valletta and the business districts than the harbour towns, and the summer brings holidaymakers. What you get in return is a sea view within walking distance of almost any address, a long promenade, and rents that make a two-bedroom apartment genuinely achievable.

St Paul’s Bay is the oldest and quietest part, wrapped around the bay itself. Bugibba is the busiest — the square, the restaurants, the bulk of the nightlife. Qawra sits on the far side of the headland, a little calmer, with the long seafront promenade. Xemxija climbs the hill at the western end and has the best views of the lot. They are minutes apart, and most people who live here treat the whole strip as home rather than picking one.

People who want to live by the sea without paying Sliema prices, remote workers who don’t commute daily, couples and sharers early in their time in Malta, and anyone who would rather swim before work than sit in traffic. It’s also where a lot of people start out on the island and then stay, because once you have the sea at the end of the road it’s hard to give up.

Neighbourhoods and streets to know in St Paul’s Bay

  • Qawra. A long seafront promenade, hotels and cafés, with Qawra Point and the Malta National Aquarium at the tip. Popular with families and long-term residents.
  • Buġibba. The resort centre: bars, restaurants and the main square. Great for social life; expect summer crowds and later nights.
  • Xemxija. A quieter hillside above the bay, with sea views, walking trails and more of a residential feel.
  • St Paul’s Bay village. The older waterfront by the fishing boats and the parish church, with local shops and a calmer pace.
  • Burmarrad. The rural edge of the area, with more space and countryside around you, a short drive from the coast.

Your St Paul’s Bay lease: what Maltese law says

Every long let in St Paul’s Bay falls under Malta’s Private Residential Leases Act (Chapter 604). These are the clauses that matter most when you sign:

  • At least 12 months. A long let can’t be shorter than one year. Anything shorter is a short let, which the law only allows in specific situations.
  • The six-month lock-in (di fermo). On a one-year lease you’re committed for the first six months, and it can’t be longer than that. After it, you can leave with one month’s written notice.
  • Longer leases, longer notice. Two-year leases need two months’ notice; three-year leases need three months’, with a lock-in of up to one year.
  • Registered within ten days. The landlord must register the contract with the Housing Authority within ten days of the start date. An unregistered lease is null and void, so always ask for confirmation.
  • Rent increases are capped. Rent can go up at most once a year, and by no more than 5%.
  • An inventory is part of the contract. The condition of the home and every item of furniture and appliances must be documented. Check it room by room and take dated photos when you move in.
  • Deposit and renewal. The deposit must be written into the contract and returned at the end, less any documented damage. If the landlord doesn’t want to renew, they must tell you at least three months before the lease ends.
  • Utilities through ARMS. Water and electricity are usually billed to the tenant through ARMS. Make sure the number of residents is registered correctly so you pay the right residential rates.

Before you view in St Paul’s Bay

  • Visit in summer mode. Streets that are quiet in winter can be busy with tourists and nightlife from June to September.
  • Ask how old the building is and check for damp in sea-facing apartments.
  • If you commute to Sliema, St Julian’s or Valletta, check the bus route and allow for rush-hour traffic on the coast road.
  • Many apartments are let furnished — go through the inventory carefully, item by item.

Useful but not essential. Daily life on the strip is walkable, and the bus links south are reasonable — but if you commute to Valletta, Sliema or the business districts every day, a car will save you a great deal of time.
